Senior Quantity Surveyor


We’re supporting a well-established, people-focused consultancy that is embedded within one of the UK’s largest and most ambitious utilities infrastructure programmes. Due to continued growth, they are now looking to appoint a Senior Quantity Surveyor to join their team on a long-term, high-profile programme based in Warrington. This is a full-time, permanent position, offering a hybrid working arrangement of 3 days per week in the office and 2 days working from home. The Programme You’ll be working as part of a collaborative enterprise delivery model supporting a multi-billion-pound capital investment portfolio, delivering around 60 major infrastructure projects over the current asset management period. The programme focuses on delivering infrastructure differently - prioritising collaboration, efficiency, safety, and long-term value - while setting new standards across cost management, programme controls, and integrated delivery. The Role As a Senior Quantity Surveyor you’ll play a key leadership role within the programme management and project controls function, overseeing cost management across multiple complex projects and supporting both project teams and senior stakeholders. You’ll work closely with project managers, planners, risk specialists, commercial teams and delivery partners to ensure robust cost control, accurate forecasting and effective change management throughout the project lifecycle. Key Responsibilities Lead cost management, forecasting, and budget control across multiple large-scale infrastructure projects Develop and maintain Cost Breakdown Structures (CBS) aligned with WBS and OBS Own and manage budgetary change control, providing clear analysis of variances and trends Monitor and control commitments, accruals, and actual costs in collaboration with project teams Assess the cost impact of risk, trends, and change, ensuring timely updates to project baselines Lead and support earned value management (EVM) reporting and cost performance analysis Support risk assessment and quantitative cost risk analysis (QCRA) activities Work closely with commercial and estimating teams on early warnings and compensation events Produce clear, concise reporting to support informed senior-level decision-making About You You’ll be an experienced Senior Quantity Surveyor who is comfortable operating in complex, multi-project environments and influencing across disciplines. Experience & Skills Significant experience in cost management, project controls, or programme delivery Background in utilities, water, infrastructure, or major construction programmes Strong experience using P6 and earned value management techniques Commercially astute with the ability to manage and interpret large data sets Confident communicator, able to challenge constructively and engage senior stakeholders Highly analytical with excellent attention to detail Qualifications Degree-qualified (or equivalent experience) in Quantity Surveying, Commercial Management, Engineering, or a related discipline Professional accreditation (or working toward) RICS, ACostE, APM or similar Why Join This Consultancy?
