Planning Policy Team Manager

Our public sector client are looking for a Planning Policy Team Manager (Housing, Benefits and planning) Location – Coalville (Hybrid – 2 days per week on site Pay rate - £28.83ph to £29.99ph Job Purpose To lead the Planning Policy and Land Charges Team, managing the preparation and delivery of the Local Plan and related planning policy documents, overseeing S106 monitoring, and supporting the development of Neighbourhood Plans. A key responsibility is progressing the emerging Local Plan to Regulation 19 and preparing evidence for Examination. Main Duties Local Plan & Policy * Lead the preparation and delivery of the Local Plan in line with the Local Development Scheme. * Oversee drafting, evidence gathering and submission of documents for Regulation 19. * Prepare and present evidence at the Local Plan Examination. * Support the team with Local Plan evidence preparation. Stakeholder & Member Engagement * Liaise with Leicestershire authorities on the Strategic Growth Plan and joint policy work. * Advise and brief elected members on planning policy matters. * Present reports to the Local Plan Committee and other panels, including evening meetings. Management & Resources * Manage the Planning Policy and Land Charges team, budgets and resources. * Appoint and manage consultants supporting Local Plan work. * Oversee monitoring and use of S106 contributions. General Responsibilities * Promote a strong customer service culture within the team. * Motivate, develop and performance-manage staff. * Ensure effective governance, financial controls and health & safety compliance. * Uphold the Council’s Equality and Diversity Policy. Essential Experience * Recent management experience within a Planning Policy team. * Proven experience taking a Local Plan through Regulation 19 to Examination. * Strong recent UK planning policy experience. * Experience in Town Planning and Local Plan preparation. * Ability to attend the Coalville office twice weekly on average, plus evening meetings
