Procurement Lead


Procurement Lead -–Enfield Council – EN1 3ES 3- 6 Months Contract 36 Hours Per Week REMOTE Key Accountabilities: An experienced Procurement Lead is required to lead on a number of procurement projects (Corporate Services) to support the delivery of the Council’s Annual Procurement Plan and other priorities. The 2025/26 plan contains a mix of projects across the Corporate area such as Facilities Management, Fleet and Revenues. Key Objectives / Requirements Responsible for leading end-to-end procurement processes To provide effective and timely procurement advice to ensure regulatory compliance with applicable procurement legislation, including the Council’s Contract Procedure Rules and adherence to governance processes. To ensure that the procurement and contract documents are robust and reflect the values of the Council, in line with the Council Plan and the Sustainable and Ethical Procurement Policy Carry out appropriate analysis and market research / engagement to ensure that the recommended procurement strategy, evaluation criteria and pricing model is suitable and comprehensive, reflecting the estimated spend, whole life costing including cost of change, service requirements / deliverables and contract KPIs. Lead on the evaluation and moderation of tender submissions across cross-functional teams within the Council to deliver best value. Ensure that all procurement systems are updated and effectively maintained including, but not limited to the Council’s e-tendering system, and other relevant portals. • Ensure robust contract management plans are in place, along with a timely handover/transfer to the service contract manager. Support the responses to Freedom of Information requests, Member Enquiries and other information requested relating to the projects as required. • Ability to work flexibly depending upon the requirements and fluctuating demands of the procurement process. Requirements : Demonstrable and relevant knowledge of procurement legislation and processes, including the newly introduced Procurement Act (E) Demonstrable and relevant knowledge / adherence of local authority governance processes (E) Demonstrable experience and proven track record of leading successful and compliant end to end, cross functional, procurement activity to deliver similar projects within the public sector (E) Demonstrable experience of successfully implementing and delivering procurement projects to time and budget (E) Demonstrable experience in using e-tendering portals and related systems (E) Strong working knowledge of framework agreements (E) Evidence of high levels of customer service and satisfaction Skills and Qualifications Relevant procurement experience (E) Ability to work collaboratively within a multi-functional team (client, project office, subject matter experts, finance, legal) (E) Able to act on own initiative, plan personal workload and manage conflicting priorities to deliver to project deadlines (E) Ability to work effectively within local authority governance regime (E) CIPS qualification or working towards MCIPS (E)
