Senior Estate Surveyor Lambeth Contract £326.02 per day PAYE or £441.97 per day limited paid via umbrella company inside IR35 Our client is looking for an experienced is looking for a Senior Estate Surveyor 3 days remote, 2 days in the borough This successful post holder must be MRICS, qualified for at least 4 years, with a general practice background and excellent Landlord and Tenant expertise together with a diverse experience of land transaction. Public sector experience would be a benefit. Candidates must have at least 4 years post RICS accreditation membership. The role in the main is focused on landlord and tenant as well was general practice, so complex land and property contract matters. The role would work a lot with the Directorates portfolio - school's, childrens, parks, leisure, libraries for example, but will also pick up other cases as they arise. This is one of many roles we are recruiting for please visit our website colbernlimited co uk Valuation and Strategic Assets (VASA) advise the Council on properties where there is an opportunity to exploit the underlying value of the asset either through a third party letting, disposal or acquisition, leading to a capital, revenue, or social-value benefit, and ensure the best use of our assets to deliver the borough outcomes. VASA leads and co-ordinates the development and delivery of the Council's Strategic Asset Management Framework (SAMF) and the Council's corporate vision for its property assets. Main purpose of the post: Provision of strategic property advice across a range of assets, focussing on property and estates management, Landlord & Tenant work and leasing & licensing. Treating all assets as a corporate resource, owned centrally for the benefit of the Council and its taxpayers. With the highest professional standards to deal, without professional supervision, with work of the highest complexity and technical content as appropriate to the duties of the post. Support a customer centric approach to delivery by encouraging users of the service to pro-actively engage and seek professional advice, explaining the processes and regulatory requirements in relation to property and how these protect the Council and support effective service delivery. To assist in the delivery of the Council's strategic asset management framework including the capture of property demands, evaluation of property opportunities, capture of property data and review of property performance. To manage commercial lease events, including lease renewals, rent reviews, expiries and breaks etc. To ensure that Council assets are safe, compliant and well maintained. Ensuring that the Council meets is obligations and enforcing tenants obligations where there are breaches. To manage the Council's property agents and contractors. To ensure that the corporate database is maintained by providing the data manager with any property information changes to ensure the data base is kept up to date. Reporting on VASA's work including the performance of the estate and the supporting of internal and external scrutiny, as appropriate. To assist in the delivery of the feeding of the capital pipeline through the strategic disposal of assets for the future delivery of major housing, education, infrastructure and other priorities, and to lead and innovate on new asset disposal and acquisition ideas, spotting opportunities and keeping a strong market interface. To ensure all disposals are at best value to the Council, and to ensure past disposals are monitored to capture overage events and to ensure systems are in place to achieve this. To seek to maximise revenue and/or value generation through lettings to third parties in our existing portfolios and spotting opportunities and securing those opportunities on new and emerging revenue generation. To monitor ongoing lease arrangements to ensure the Council's interest is secured where provisions allow and to ensure systems are in place to achieve this. To assist on all dilapidation claims against the Council with the objective of mitigating claims and keeping all settlements to a minimum. Sourcing of commercial opportunities to be purchased to provide a secure income stream or enable added value. Assist on major regeneration projects, particularly those involving complex Joint Ventures, land swaps, or other transactional services, including CPO, working with the Assistant Head on complex strategic negotiations. To deal with all estate management and general surveying advice relating to the occupation of premises by third party groups as well as all property issues arising out other Council initiatives. To seek and implement opportunities for the reduction of carbon on the estate collaborating with colleagues across the Council where appropriate. Develop sound working relationships with other local public sector providers including the NHS, professional associations, consultants and contracting organisations. To lead in developing and implementing Council-wide process of property reviews, to ensure the Council achieves cost effective use of its land and property assets, and to ensure provision of appropriate information to Tech Forge and other systems and databases as required. To assist on the tender and evaluation process necessary to maintain a professional property service to the Council. To challenge existing delivery of the property function and implement change to bring about improvements, be innovative and develop options for achieving results and encourage direct reports to do the same; to evaluate conflicting information and instructions and be confident in taking appropriate action.
