Property Operations, Compliance & Investment Manager (Housing) 📍 Wiltshire (Office-based with hybrid flexibility) 💰 £500/day Umbrella (£395.87 PAYE) 📅 3-month initial contract (likely extension) 🚀 Start: ASAP A leading public sector organisation is seeking an experienced Property Operations, Compliance & Investment Manager to take ownership of a large-scale housing portfolio and lead a high-performing asset & compliance function. This is a senior leadership role with full accountability for asset strategy, compliance, planned investment programmes, and operational delivery across a diverse housing stock. The Role You’ll lead a multi-disciplinary team (circa 20 staff) covering asset management, surveying, compliance, and contract delivery, ensuring housing assets remain safe, compliant, and fit for the future. Key focus areas include: * Leading landlord compliance across gas, electrical, fire, asbestos, water hygiene * Driving delivery of planned, cyclical, and responsive maintenance programmes * Managing multi-million-pound budgets aligned to long-term business planning * Using stock condition data to shape investment decisions and asset strategy * Overseeing contract procurement, performance, and value for money * Ensuring compliance with all health & safety legislation and regulatory standards * Acting as a key advisor to senior leadership on asset performance and risk What We’re Looking For We’re keen to speak with senior professionals who bring: * Degree (or equivalent experience) in building surveying / construction / property * Professional membership: RICS or CIOB (essential) * Strong experience leading housing asset management & compliance functions * Proven track record managing: * Large teams * Major contracts * Significant budgets * Deep knowledge of: * Housing compliance & H&S legislation * Asset lifecycle & investment planning * Ability to influence at senior level and drive strategic decision-making Why Apply? * High-impact leadership role within a large housing portfolio * Strategic influence over long-term asset investment * Strong likelihood of contract extension * Opportunity to lead service improvement and transformation
