Opportunity: This a Multi Year, Multi Million € Capital Investment Programme presenting an exciting opportunity to work immediately within a Global Projects Directorate, directly with Senior Global Procurement Management on Major Capital Projects and in the development of EPCM Project Procurement Strategies. Based at our clients advanced advanced bioproduction filtration manufacturing technologies facility in North Rhine- Westphalia, the Capital Projects Procurement Manager will provide direct support at site level and to Senior CAPEX Management in the delivery of large scale Capital Projects. The Role: Overseeing Acquisition of High-Value Equipment, Materials, and Services for Major Construction or Industrial Projects. Working closely with Global Project Function, Global Procurement Teams and executive management. Responsibilities will include:- This role operates at the intersection of Site Engineering, Capital Procurement & Supply Chain, Finance to ensure Complex Projects Multi-Million Euro are delivered on time and within budget. Pre-Qualification – Suitability & Ability of 3rd parties Tender Management – Plan, Schedule Tasks/Activities Contract Conformance and Contract Management (PMO+PC early in process) Commercial Management, 3rd party Vendor Management (PMO+PC early in process) Project Procurement Management point of integration in the development of the project is below: Integration of Capital Category Procurement Management: Ideation, Feasibility, Scoping, Pre – Concept, Pre-Strategy, AR/CAR development Integration of Equipment, Capital Category Procurement Management: Feasibility, Scoping, Pre – Concept, Pre-Strategy URS development stage Role has task and management through all phases of development & execution within Project Pre Design, Design, Construct, Supply, Commission and Vendor Management Lifecycles. Responsibilities * Assess differing strategies such as EPCMV, Design Bid Build, Design Design & Build, A/E CM ‘As Agent’ v ‘At Risk’ & differing pricing strategies. * Stakeholder engagement, joint assessment and analysis of scope of project and investment timeline * Work with Project Management Team setting out task and activities through all project phases * Develop / define Plan - Project Procurement Planning, Contract Management Planning (CMP) for Project * Contract Negotiation & Contract Conformance: Managing contractual & commercial negotiations for complex Designer/Construction/Specialist 3rd Party Supply & Build Elements. * Cross Functional Stakeholder Collaboration Partnering with Global Engineering, Site Engineering, Finance, Health & Safety, Legal teams (internal/external), Risk defining company specifics within tender & contract * Vendor & Supplier Relationship Management (SRM): Monitoring vendor and supplier performance from pre award through to warranty completion timeframes. * Early and Continuous estimating. * Procurement Strategy: Developing project-specific sourcing methodologies for Capital Investments * Contracting & Execution Model, Task Activity Planning & Scheduling in Project schedule development work to Capital Procedures. * Pre-qualification defines RFI & Prequalification Step with Project Team. * Supplier, Vendor, 3rd party Market Screen. Management with Team Support. * Tender Scope Development & Tender Management: Leading large-scale tender policy & processes, tender management cross functionally with Team * Negotiation Strategy and Plan – develop and set out target(s) for required Schedule, Scope and Pricing to ensure we meet schedule, ensure we control baseline and contingency. Requirements Ideal Candidate will have:- * A background in Engineering & or Contracts Management in Large Capital Projects € 50m+. * A Project Controls Mindset (precontract/post contract controls) of 3rd Parties, Main Contractor, Sub-Contractors * Previous experience moving from single-source procurement models and transitioning to a multi- source strategies of large capital portfolios of services and equipment to increase resilience, improvement to cost competitiveness, and reduction of supply chain dependence. * Sourcing and pre-qualification of alternatives is a key necessity for this role. * Maintain a continuous forward assessment & analysis of future planned activities/dates of all parties within Project Procurement Schedules. * Proficiency in Procurement / Project Management Systems - per Coupa, Ariba, Autodesk, and ERP. * 7+ years task and management experience gained working on Large-Scale Capital Projects. * Bachelor’s or Master’s Degree in Procurement & Supply Chain Management, Quantity Surveying, Engineering or Business Administration, * CIPS or PMP (Project Management Professional) ideal.
