Interim Investment and Compliance Manager Wiltshire (Hybrid) 6-Month Contract Negotiable Daily Rate We are supporting a Local Authority in Wiltshire with the appointment of an experienced Investment and Compliance Manager for an initial 6-month period. This is a senior leadership role within the Housing service, responsible for strategic asset management and landlord compliance across a housing portfolio of approximately 5,300 homes. The council is seeking an experienced property professional who can provide immediate impact, strong technical leadership, and assurance around compliance and long-term investment planning. The Role Reporting to the Head of Housing Services you will lead a multi-disciplinary team (6–8 staff) covering asset management, surveying, planned investment, and landlord compliance. Key responsibilities will include: * Leading the development and delivery of the HRA Asset Management Strategy * Designing and costing planned maintenance programmes aligned to the 30-Year HRA Business Plan * Full oversight of landlord compliance across the housing stock (gas, electrical, fire, water hygiene, asbestos, etc.) * Managing and monitoring compliance contracts and major service contracts exceeding £1m annually * Setting and managing capital and revenue budgets * Providing strategic advice and assurance to senior leadership and Housing Board * Ensuring assets meet Decent Homes Standard and all current Health & Safety legislation * Overseeing stock condition data, investment modelling, and long-term sustainability planning This role carries full accountability for team performance, service quality, financial management, and regulatory compliance. About You We are looking for a senior property professional with: * Degree (or equivalent) in Building Surveying, Construction, or related discipline * Professional membership of RICS or CIOB * Significant post-qualification experience in social housing asset management * Proven experience leading multi-disciplinary teams * Strong knowledge of landlord compliance and Health & Safety legislation * Experience managing substantial capital programmes and HRA business planning * Ability to provide strategic advice at senior leadership level Local authority or registered provider experience is essential.
