Our client is seeking an experienced Pre-Construction Manager to join their growing Critical Infrastructure team, supporting the successful delivery of complex Tier II projects valued up to £10m. This is an excellent opportunity to work on high-profile data centre and critical environment schemes, collaborating with a forward-thinking and technically driven team delivering award-winning solutions. The successful candidate will play a key role during enquiry, bid and pre-construction phases, working closely with senior leadership and cross-functional teams to drive technical development, commercial alignment, and programme planning from project award through to handover into delivery. Key Responsibilities * Support pre-construction activities during enquiry and bid stages, coordinating technical design, estimating inputs, and scope development. * Lead the pre-construction phase for awarded projects, managing activities from project award through to operational handover. * Ensure technical and commercial submissions are delivered within agreed deadlines. * Contribute to commercial strategy by understanding performance requirements and ensuring alignment during internal approvals. * Provide ongoing support to delivery and operational teams where required. * Manage and coordinate design development through RIBA Stages 3–5. * Identify and drive value engineering opportunities throughout the pre-construction lifecycle. * Ensure technical solutions comply with relevant industry standards and project specifications. * Identify, manage, and mitigate commercial and design risks during early project stages. * Chair design workshops and coordinate multidisciplinary design team meetings. * Attend and lead site meetings, surveys, and project walk-throughs. * Manage relationships with key stakeholders including clients, consultants, external design partners, and specialist subcontractors. * Collaborate with procurement teams to support sourcing of key equipment and services. * Develop tender and pre-construction programmes to support accurate resource planning and cost forecasting. Experience & Qualifications * Relevant qualification in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related discipline (Degree, HNC/HND or equivalent). * Minimum 5 years’ experience within M&E engineering, ideally within critical infrastructure or similar complex environments. * Experience using AutoCAD or Revit would be advantageous. * Familiarity with programming tools such as ASTA PowerProject, Primavera P6, or MS Project beneficial but not essential. * Strong working knowledge of Microsoft Office applications including Word, Outlook, PowerPoint and Excel. * Previous data centre project experience desirable but not essential. Skills & Competencies * Strong technical understanding of M&E systems, design principles, and installation methodologies. * Excellent analytical and problem-solving skills with strong attention to detail. * Demonstrated ability to build effective working relationships within multidisciplinary teams. * Strong organisational skills with the ability to prioritise workloads and meet deadlines. * Ability to exercise sound professional judgement aligned with company processes and industry best practice. * Proactive and collaborative approach to working within team environments.
