Undertake effective day-to-day management of the Waste & C&G Management Teams, giving positive support and direction and ensuring excellence in delivery. Control the Service’s revenue and capital budgets; ensuring expenditure is contained within set budgets and to operate within Council budgetary procedures; preparing annual budgets and capital and funding bids as appropriate for the ongoing development and sustainability of the service. Manage the Service’s income streams, be these from the HWRC, Commercial Waste Collections, Bulky waste collections, housing and other internal/external customers or other new and innovate initiatives. Analyse information about performance in service specific areas and secure changes in policies, plans and practices to improve standards, value for money and public satisfaction. Effectively plan and deploy the financial, human and other resources under the post’s direct control to achieve high standards, commercial income generation, value for money and public satisfaction. Work in conjunction with colleagues in related roles to coordinate the policies, plans and working practices to improve the public’s experience of Environment, Highways and Counter Fraud Services throughout the Borough. Develop and operate a means of consultation and communicating with the public and stakeholders and of monitoring the public’s views of and the satisfaction of services. Take a lead role in the procurement and management of all contracts related to the Services. Ensure that there is a prompt and effective response to any issues and instances of non-compliance in relation to contracts.
