Role: Procurement Manager REF 77238 Contract Length: 8 months Location: Hybrid/Aldermaston - 2 days per week in office (or one of nearby remote sites) IR35: Inside Pay Rate to Intermediary: Market Rate Security Clearance: SC and Sole UK National requested Spinwell is recruiting for a Procurement Manager for an excellent opportunity within the public sector. RESPONSIBILITIES OF THE PROCUREMENT MANAGER * Support and execute strategic sourcing activities in line with approved category strategy and preferred suppliers list, including the execution of the RFx process, supplier evaluation and selection, contract negotiation, business award and contract handover to the business, in compliance with the business requirements as well as client policies and directives, including Code of Conduct and Code of Business Ethics. * Lead procurement strategy development, including category management, supplier selection, and contract negotiation. * Provide leadership and guidance to the procurement team, fostering a culture of excellence, collaboration, and innovation. * Set clear performance objectives and expectations for team members, and provide regular feedback and coaching to support their professional development. * Identify training and development opportunities to enhance the skills and capabilities of the procurement team. * Strategic Sourcing and Vendor Management: * Lead strategic sourcing initiatives to identify and evaluate potential vendors, assess their capabilities, and negotiate favourable terms and pricing. * Collaborate with cross-functional teams to ensure alignment between procurement strategies and business requirements. * Develop and implement vendor management strategies to optimize supplier relationships and drive value for the company. * Identify training and development opportunities to enhance the skills and capabilities of the procurement team. * Strategic Sourcing and Vendor Management: * Collaborate with cross-functional teams to ensure alignment between procurement strategies and business requirements. * Develop and implement vendor management strategies to optimize supplier relationships and drive value for the company. SKILLS/EXPERIENCE OF THE PROCUREMENT MANAGER * Good knowledge of Public Procurement and tendering * Excellent Stakeholder management skills * Knowledge Public sector procurement regulation and experience of applying these to contracts and procurements. * An understanding of, and experience in procuring across various categories * An understanding of and experience in managing contracts * Knowledge of and experience in using Crown Commercial Service procurement frameworks * Experience in liaising with a broad range of government stakeholders, and their suppliers * Experience in delivering high value procurements. * The ability to work in multi-disciplinary teams, bring together people and views to inform decision making. * Strong stakeholder engagement skills and the ability to communicate technical concepts to non-technical people. * Has undertaken competitive tendering in public/private sectors. * Experience justifying exceptions. * Understanding of regulations * Computer literate – client use own system – eSourcing platforms. * Inception to award or full life cycle experience If you are a Procurement Manager, apply now or send your CV to Spinwell!
