Project Manager (Capital Works - Retofit/ Social Housing)


A client of mine who is a Local Authority is looking to recruit a Project Manager (Capital works) who will be responsible for assisting the Head of Capital Projects in the delivery of the Council's Capital Planned Maintenance Programme, ensuring industry's best practice is adopted including scoping specifications, tendering works, evaluating bids and ensuring robust contract and monitoring processes are in place. The role is initially a 3 month contract and the maximum day rate is £500 per day Umbrella, this position will fall inside IR35 due to the nature of the work. The selected candidate will be responsible for the management of refurbishment, maintenance and carbon retrofit zero projects for the corporate estate portfolio and seeing through project delivery from inception to completion by reviewing programme delivery, cost plans, risk registers, contracts, and site monitoring to assure the delivery of building projects follow best practice construction management and adhere to all statutory legislative and council policy requirements. KNOWLEDGE & SKILLS Experience of managing planned & capital works within a social housing environment In depth understanding of the issues and approaches involved in managing large and complex construction projects Experience with resident consultation within a social housing environment Successful track record in delivering complex capital works projects including planning, monitoring and implementation. Have a wide understanding of the building industry, including knowledge of materials, trades, methods, and legal requirements Keep up to date with changes in construction methods, statutory legislation and carry out continued professional development (CPD). Knowledge of building surveying tasks Clear knowledge of Health and Safety legislation pertaining to the construction industry including CDM regulations and their application in managing works Experience of managing different forms of contract e.g. JCT, NEC, PPC, MTC contracts Experience of contract administration including financial management of contracts Experience of writing specifications for planned maintenance projects. Knowledge of statutory requirements relating to leaseholder consultation requirements Experience of dealing with customer complaints and managing the resolution of issues. Experience of managing revenue and capital budgets and approving costs from contractors. Experience of monitoring contractors' performance, meeting KPIs and standards Good communication skills both verbally and in writing with ability to write effective letters and reports. Familiarity with and competence in the use of IT systems including MS Excel and MS Word and repair databases Ability to work outside normal working hours where necessary to attend meetings deal with emergencies Essential: To be educated to a construction related degree level or equivalent and/or experience in a social housing building repairs environment. Desirable: To be qualified to RICS, CIOB qualification or equivalent Recognised formal project management qualification (PMP/APMP/Prince2/P30 or equivalent) is desirable Experience within this nature of work is essential, please only apply if you have demonstrable experience.
