Asset Manager


Job Title: Asset Manager Salary: £36,298 - £46,459 per annum Location: Housing Centre, Belfast Hours: 37 hours per week Duration: Temporary Key Responsibilities: Planned Maintenance – Cost Management 1. To ensure support to the Senior Contract and Performance Manager (Planned and Cost Management)is provided to effectively deliver a maintenance service in accordance with the NIHE’s policies and procedures and develop these further on an on-going basis to ensure that legislation and good practice are met. 2. To ensure the affordable delivery of the investment programme, the effective management and monitoring of budgets in respect of your function including undertaking regular benchmark reviews, forecasting, cash-flow projections and monitoring. 3. To oversee and/or receive the preparation of specifications, drawings, bills of quantities and schedule of rates to enable the invitation of tenders and quotations. 4. To receive tenders and quotations, evaluate prices, check documents and prepare agreements and contracts. 5. To maintain, where necessary, a regular dialogue with Contractors and Consultants to ensure effective progress of work. Raise appropriate certificates and instructions for issue to contractor/consultant. 6. To be responsible for designated budgets and provide forecasts of expenditure where required. 7. To oversee and/or authorise works instructions within designated approval levels ensuring correct cost centre allocation, priority and appropriateness of works description, including the approval of variations in time and cost where necessary. Authorise invoices for payment where necessary. 8. To ensure all paperwork in relation to Planned Maintenance is processed in a timely and effective manner ensuring information entered on the relevant IT system is accurate to enable effective performance monitoring. 9. To collate and report monthly performance monitoring statistics detailing performance, quality and cost data and other information as required by the Senior Contract and Performance Manager (Planned and Cost Management). 10. To provide technical advice to members of the NIHE’s staff and tenants. 11. To hold regular team meetings and ensure appropriate minutes are kept and distributed accordingly. 12. To support the development and implementation of risk mitigation for non-compliance issues and ensure these are actioned / mitigated / escalated in a timely manner. Performance Management and Reporting 13. To provide leadership and manage the Cost Management team to ensure the delivery of an efficient service, ensuring resources are effectively managed and target dates are achieved, monitoring performance and adjusting resources as necessary. 14. To manage, motivate and develop the Cost Management team through using leadership, mentoring and coaching skills, to achieve business objectives, providing line management ensuring it operates efficiently and effectively, recognising best practice and is well motivated and trained to deliver an excellent tenant focussed service. 15. To undertake staff appraisals under your line management, providing guidance on personal development needs, advising on and initiating development/ training opportunities. 16. To undertake and complete such training as required to perform the duties of the job. Ensure by working collaboratively across the NIHE a programme of training is delivered, to ensure that staff has the required capacity and capability to deliver its obligations. 17. To maintain and update the team’s Risk Register within the wider Asset Management Division Risk Register, with key systems and activities which will be reported on a monthly basis, inclusive of the Current Issues Register, Summary Update, progress over the last reporting period and reports for Performance Review Group. 18. To identify staff training needs and assisting with and supporting this, inclusive of reporting on progress of the staff training programme and maintaining Staff Training Registers of completed training. To develop and deliver training as required to NIHE staff. 19. To provide support in the production and updating of a Lessons Learned Register from contract related disputes regarding cost related matters and incorporate in to an Internal Training programme for operational staff to continuously improve contract and cost management of the Housing Executive’s Maintenance Contracts. 20. To instil and promote an ethos of continuous improvement within the Team, so that current performance standards can be challenged and improved through new ways of working, without compromising service delivery or control. 21. To produce, record and monitor monthly performance and update reports, and other statutory returns, providing regular reports on the progress of projects to the Senior Contract and Performance Manager (Planned & Cost Management) against time and budget, ensuring deadlines are achieved. Experience and Qualifications: Essential Criteria: Applicants must provide evidence by the closing date for application that they meet the following essential criteria: 1. (i) A Bachelor’s Degree (or equivalent level 6 qualification) in a relevant Building/Construction Discipline PLUS at least 3 years’ relevant post-qualification experience OR (ii) A BTEC Higher (or equivalent level 5 qualification) PLUS at least 5 years’ relevant post-qualification experience 2. Demonstrate significant relevant experience in 4 of the 7 following areas: (a) Demonstrable commercial knowledge in the planning and delivery of investment programmes (b) Responsibility for ensuring financial controls and governance procedures are in place (c) Experience of construction contracts and their effective administration, commercial understanding of value for money drivers in construction, inclusive of working knowledge of NEC suite of contracts (d) The collection, analysis and reporting of financial monitoring statistics, cost data and related information if required, inclusive of benchmarking (e) The provision of technical advice and guidance on planned maintenance and contract related matters to a range of stakeholders (f) Implementation of policies, processes and procedures for compliance and governance. (g) Working in an environment that is governed through the management and application of construction industry contracts for works or services in the social housing sector; including performance management 3. Can demonstrate (assessed at Assessment/Interview): · Ability to develop strong working relationships with a wide range of internal and external stakeholders · Excellent planning and organisational ability · Excellent interpersonal and influencing skills · Strong customer focus · Effective oral and written communication skills including the preparation and presentation of technical reports · Working knowledge of Microsoft Word and Excel programmes Candidates may also be assessed against the Senior Leader section of the Housing Executive’s Behavioural Framework. 4.
